"Economic development" in one way or the other. Ratner's plan brings a sports team to a neighborhood in central Brooklyn that is ill-equiped to handle the increased traffic (ever been at Atlantic & Flatbush?), the Extell people just want to build housing, and then sell off some land to build the arena anyway.
